Dear Jean,

Have you thought of the alternate spelling of Pieper.  Dr. Francis A. Pieper 
was a professor at Concordia Seminary in St Louis, MO in 1878.  In an old 
history book it says he came to Watertown, Wisconsin at age 18 from Pommern.  
If you think he might be related to you may wish to contact Concordia 
Historical Institute.
They have a web site.

I am not familiar with Cole County, MO, but the town of Cole Camp, MO was 
settled in the early 1800s by Old Lutherans from Prussia.
You might try writing to the churches there.
