I used to have such trouble when my colleagues in our Germany office 
gave me a number to dial starting with 0.

In Germany, 0 is the number to dial to get long distance access, so when 
dialing from the U.S., you don't dial that zero.

From the U.S., you have to dial 011 for international access. So 
dialing international from the U.S., always start with 011 followed by 
the country code (49 for Germany), then the rest of the number.  Note: 
there is no preceding "1" for long distance service.
