Thanks for the update. This URL has much more information on it. It even gives my GGM's maiden name. Also locations down to the state birthdates and dates of departure.

On that page, go to the right and you will see a set of four choices:
    Suchtipps (Search tips?)
Erweiterte Suche (extended search?)
Familienforschung (Genealogy)
Auswanderersuche (emigrants)
I guessed on those four terms--I don't really know German
(obviously!)
Click on the Auswanderersuche for the emigration records. It will
show more of the Niedersachsen archives, not just Hannover, Osnabrück and
Wolfenbüttel. Also Aurich, Bückeburg, Oldenburg, Stade. That should be
helpful for some who haven't found their family. Of course, very many
emigrants never went through that process of gaining permission.
